PLANIRANjE CILjEVA JAVNE POLITIKE KAO PRETPOSTAVKA RELEVANTNOSTI INFORMACIJA O UČINCIMA

Abstract

This paper will discuss the importance of formulating the normative basis for the functioning of public policy planning systems, as an indispensable prerequisite for the application of the program budgeting model, which is applied in R. Serbia since 2015, as an innovative reform pattern. The paper will focus on the basic qualitative developments in this area that are expected from the implementation of the Planning System Law of Serbia. The author will pay special attention to identifying the different dimensions of the importance of performance information of budget programs, whereby the "activation" of their posibility of utilization, is slolely related to the existence of clear, measurable and hierarchically consistent goals of state policy.
