Abstract: Establishing partnerships between public and private sector at the local level represents an efficient way of resolving the infrastructural issues and providing public services. Since the local budgets are overdraft, they cannot finance the construction of new roads, schools, hospitals, etc., so the local governments have found the solution to these problems by establishing the partnerships with private sector. The number of public-private partnerships has been significantly increased in recent years in the Republic of Serbia after overcoming the initial obstacles, mostly related to the problem of insufficient number of skilled staff working in the city administrations and local governments, as well as of finding an adequate partner in private sector. In this paper the author reviews the concept of public-private partnerships at the local level, the preconditions and obstacles for their realization, as well as the completed projects of this kind in Serbia and some other countries.
