Abstract

Since the very beginning of the construction of the water supply system, certain Roman citizens have been entitled with the permission for using water from aqueducts, or to be more precise they had access to public water supply system and right to connect to it. With time number of citizen with this, permissions have been growing up and the issuing of them has become right of emperor. Besides the constant caring for common good, public health and general welfare of the Roman citizen, this article will present and other reasons and consequences of issuing licenses for water usage that would become visible particularly after the Nerva has come on throne.
