Abstract: Human development is the process of improving human well-being and expansion of human freedoms and opportunities. Human development includes various areas of human life from health and education, through environmental protection and human rights, to the cultural and political participation. It is a multidimensional concept that should not be equated with economic growth, since economic growth does not guarantee the socio-economic welfare of the whole society. The aim of the paper is to analyze the achieved level of human development in Serbia. The research finds that Serbia is a country with a high level of human development, but also with a declining HDI rank, which suggests that the growth of HDI index in Serbia in the reporting period was slower than in other countries in the world.
