MEĐUOPŠTINSKA SARADNjA U FUNKCIJI RAZVOJA I JAČANjA KAPACITETA JEDINICA LOKALNE SAMOUPRAVE

Abstract

Inter-municipal cooperation implies various forms of interaction between two or more municipalities and other local self-government units in the performance of tasks within their jurisdiction, which, in certain cases, may include other entities. The basic areas in which it is possible to ensure the improvement of the decentralized system in this way are regional, spatial and development planning, communal activities, tourism, civil protection services, environmental protection, local government and others. By connecting other subjects, such as the non-governmental and private sector, but also regional units of state administration, i.e. higher-level services, with certain forms of inter-municipal cooperation, it is possible to realize significant benefits, such as securing or more optimal use of human, organizational, natural, economic , financial, cultural and other resources, all for the purpose of efficient performance of public affairs. In the paper, the author analyzes the method, conditions and procedure for establishing inter-municipal cooperation. The national legislation provides an extremely wide, unrestricted, but also insufficiently stimulated opportunity for cooperation, where all elements of interconnection depend solely on the will of the municipalities concerned, except in cases provided for by law.
