NEKOLIKO NAPOMENA U VEZI SA FINANSIJSKOM AUTONOMIJOM NAJNIŽIH ADMINISTRATIVNO- TERITORIJALNIH JEDINICA TOKOM PERIODA IZGRADNjE KOMUNALNOG SISTEMA U JUGOSLAVIJI (1951-1963) – PRILOG RASPRAVAMA O RAZVITKU LOKALNE SAMOUPRAVE

Abstract

Regarding the evaluation of the existence of self-government of the lowest administrative-territorial units during the period of construction of the communal system in Yugoslavia (1951-1963), in domestic legal theory, there are divergent views. There are opinions that the system at that time enabled the development of local self-government, and, on the other hand, there are also views that it was more about the appearance of self-government and a system that is not comparable to "classic" local self-government. The author tries to test anew the hypothesis about the existence of local self-government in this period through the presentation of the normative framework and more significant doctrinal reviews regarding the issue of financial autonomy. The goal is to provide the possibility of a broader and more effective overview of the development of this political-legal institute.
