| Abstract: | The problem of abandoned animals in the Republic of Serbia is a complex and multifaceted topic that can be analyzed through legal, sociological and ethical aspects. Although there is a relatively satisfactory legal regulation in the field of animal protection, its implementation and supervision show numerous shortcomings. This paper examines the normative and institutional framework for the protection of the welfare of abandoned animals in Serbia. The aim of the paper is to identify possible causes of inefficiency in the implementation of the current law, with a special focus on the strategy for solving the problem of abandoned dogs and cats. Special attention is paid to the responsibility of animal owners, as well as the responsibility of state authorities, local governments, shelters and animal protection associations. The author specifically points to the lack of cooperation between the state, local government, and the civil sector as a key problem that often leads to measures aimed at solving the problem of abandoned animals having a repressive character, instead of applying a coordinated systemic approach that is in line with the basic principles of animal welfare. |
