Сажетак: According to the Artificial Intelligence Development Strategy of the Republic of Serbia for the period of 2025-2030, a comprehensive law on artificial intelligence is planned to enter into force by the end of 2027. For this law to be consistent and in compliance with itself and other laws, it is necessary to establish principles from which specific legal provisions will be derived. To this end, the paper analyzed the Asilomar, OECD and US principles of artificial intelligence, the Council of Europe Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law, and the Ethical Guidelines of the Government of the Republic of Serbia for the Development, Application, and Use of Trustworthy and Responsible Artificial Intelligence. The conclusion is that the universal legal and ethical principles of artificial intelligence consist at least of: 1. Technical correctness, reliability, and safety of the artificial intelligence system's operation; 2. Transparency and explainability; 3. Fairness and prevention of discrimination; 4. Protection of privacy and preservation of the confidentiality of personal data; 5. Responsibility for the development, application, and consequences of the use of artificial intelligence; and 6. Social and ecological well-being (as the goal of the development and use of artificial intelligence systems).
