Abstract: In this paper the concept, functions and legal regulation of cookies as a widespread data collection technique in the digital environment are analyzed. Starting from the absence of a single legal definition, the paper discusses the basic characteristics, types and ways of functioning of cookies, with special emphasis on necessary, analytical and marketing cookies. The aim of the paper is to determine the legal nature of cookies, analyze the existing regulatory framework and indicate the limits and directions of its further development. The paper applies the dogmatic-normative method, through the analysis of relevant regulations, European and national legislation, as well as the comparative law and descriptive method in order to examine the legal and technical aspects of the functioning of cookies. It is concluded that the existing framework represents a significant protection mechanism, but that its further improvement is necessary in line with the development of technology.
