Сажетак: Human resources management is an integral part of the management of local self-government. It is part of a public policy that applies to the local government employees. Human resources management includes several basic activities: analysis and design jobs, human resources planning, recruitment, selection, training and development of employees, assessment of their performances and rewarding, relationship with employees, health and safety management and leaving the organization itself. Importance of human resources management for the local self-government system was pointed out in 1985 when the European Charter of Local Self-Government was adopted. The Law on Employees in Autonomous Provinces and Local Self-Government Units in 2016 completed the system of local self-government regulations in the Republic of Serbia, by introduction of transparency and depolitization of the recruitment process, as well as professionalization of the local official apparatus. Units of local self-government in Serbia are only at the beginning of the reform process, and if, based on the principles of management, human resources are to be managed, it is necessary to answer these questions: whether the institutional, normative and strategic determinations of the system are regulated well in relation to issues of functioning, not only in terms of human resources management, but also of the overall system of local self-government.
