dc.description.abstractIn this paper, the author will try to revitalize the significance of the basic classical postulates of public spending, starting with their traditionally accepted content, with a special review of the very important content extensions of these principles in contemporary budget systems. The explicit or taciturn neglect of the significance of the classical principles of public spending - generality, moderation and savings - in many modern financial systems of today has resulted in serious fiscal disproportions. On the other hand, the planning of the production of public goods and services financed by taxpayers increasingly puts real interests of taxpayers to the forefront, which caused the popularity of the postulate of efficiency and effectiveness in the form of essentially "more operational" statements of the classical principles of public consumption.en_US
