dc.description.abstractAdministration, as a complex social and legal phenomenon, has existed since the first organizational forms of the state until today, and is the subject of study in many legal, organizational and other scientific disciplines. The 20th century brought innovations both in models of (public) administration organization and a new business philosophy, based on greater efficiency of administration, its rationalization and less state interventionism, but also innovations in the matter of entities that perform administrative functions. In this sense, there is also a large number of nonstate actors performing administrative activities, to whom the state administration transfers a certain part of its tasks and tasks through public authorities. In this paper, the subject of analysis will be public agencies, as one of the organizational forms of performing administrative activities, which should enable the performance of certain tasks and tasks in the field of state administration in a more efficient way, with the main difference that these entities are not in the state administration system. The subject of the paper will be analyzed both from the theoretical aspect - the concept and classification, as well as from the practical one, so the issues: establishment, powers and responsibilities of public agencies, will be specially addressed in the appropriate place in the paper. In addition to certain issues related to the legal nature of public agencies, a review will be given of public agencies in Serbia.en_US
