The work observes the functioning and nature of the city's DATA centers. The conceptual matrix first includes an analysis of the concept of modern citizenship. It is noted that recent international acts define this term etymologically as digital citizenship. After understanding the digital concept of a citizen in the 21st century, the question of common life in the modern age opens up. The modern type of shared life is carried out in cities that function according to the principle and with the increasing role of digital technologies. Modern or smart cities are the future of a more efficient and better life for citizens. By correlating digital citizenship and smart cities, the key issue of services provided by city or local DATA centers is opened. The research indicates the key challenges faced by the functioning of city DATA centers in the local environment. Difficulties in the collision of modern and contemporary forms of social flow and bureaucratic, outdated procedures are a key hindrance to a more dynamic development of social life and contemporary communities of life.en_US
