NEKOLIKO NAPOMENA U VEZI SA FINANSIJSKOM AUTONOMIJOM NAJNIŽIH ADMINISTRATIVNO- TERITORIJALNIH JEDINICA U JUGOSLAVIJI TOKOM VAŽENJA USTAVA IZ 1974. GODINE – PRILOG RASPRAVAMA O RAZVITKU LOKALNE SAMOUPRAVE

Abstract

In terms of evaluating the existence of self-government of the lowest administrative-territorial units in Yugoslavia during the validity of the 1974 constitution, in domestic legal theory, there are divergent views. There are opinions that the system at that time enabled the development of local self-government, and, on the other hand, there are also views that it was more about the appearance of self-government and about a system that is not comparable to the "classic" local self-government. The author tries to test anew the hypothesis about the existence of local self-government in this period through the presentation of the normative framework and more significant doctrinal reviews regarding the issue of financial autonomy. The goal is to provide the possibility of a broader and more effective overview of the development of this political-legal institute.
