Abstract: Public enterprises, which operate in the public interest, are also obliged to meet the criteria of commercial success. Consequently, in order to strike a fine balance between managing the enterprises on one hand and protecting the public interest on the other, their founder has the mandate to limit the management autonomy so as to protect the public interest. Liberalization of public interest operations, together with the reorganization of the enterprises carrying them out, and the improvement of public-private partnership would boost the efficiency in the public sector and improve the quality of services of general (public) interest. Public-private partnership, as a dialogue between the private and the public sector, brings a new quality into provision of public services. The private and the public interest should be observed within the framework of private-public partnership, where the public interest is served in a way which is novel and of better quality. Introducing the private sector into public interest operations does not reduce the role of the state in the field of public service, but changes the manner in which it is involved. The state still controls whether the public interest is met by overseeing the private partners in private-public partnering arrangements. Whether the legislative reform in the field of public enterprises and public-private partnerships will prove to be efficient still remains to be seen.
