Abstract

The intention of the author of this paper is to analyze who are the users of egovernment services from the aspect of material law. In this context, the users of egovernment services represent a broader concept which, beside the parties in an administrative procedure, includes all other subjects which engage in some kind of relationship with government bodies. In addition, the author has noticed that, for the purpose of e-government users classification, the literature reveals the most common division of users according to their categories and the relationship between the service providers and the service recipients. Thus, such division classifies service users, that is the subjects which engage in the relationship with e-government bodies into the following groups: citizens: (C – Citizen), business entities, that is business sector (B – Business) and other government bodies, that is government authorities (G – Government).
