Abstract

This paper discusses the current situation, both in the scientific and research activities, as well as in the service activities in the field of higher education, and in the context of recent public debate on the Draft Law on Science and Research. Bearing in mind the direct influence of the current regulations related to science and the quality of service activities in the field of higher education, it is quite clear that this problem is perhaps one of the most influential factors that will guide the development of higher education in us in the times ahead. For this reason, this paper is devoted to the critical analysis of the solutions envisaged in the above-mentioned Draft, as well as to the indication of the possibility of some new and different directions in regulating the matter in question.
