Abstract: As a result of an increasing demand for building new public infrastructures, investing into goods of general interests and more efficient offering of public services, a need has arisen for establishing a suitable legal and institutional framework for attracting private investments into Republic of Serbia. Therefore, new Law on public-private partnership and concessions was adopted in 2011 which introduced the term “public-private partnership” into the legal system of the Republic of Serbia allowing the Government, as well as the provincial government and local selfgovernment units to pass decisions on initiating procedures for the realization of public-private partnerships for the purpose of financing, building, reconstructing, maintaining and managing of infrastructural and other objects of public importance, as well as offering public services, which can be made on contractual or institutional basis. The public-private partnership projects should be economically efficient and socially responsible. The value received from the invested funds should be larger than the one obtained from traditional investment models (through the state budget).
