Title: OSVRT NA INSTITUCIJU LOKALNOG ZAŠTITNIKA GRAĐANA
Authors: Jovanovic, Zoran
Issue Date: 2022
Abstract: The Protector of Citizens is one of the most important institutions in the field of protection of human rights and fundamental freedoms. Specific in its legal nature, as an independent body, the Protector of Citizens or Ombudsman, in addition to providing protection to citizens in the exercise of their rights, also exerts a significant influence on the work of administrative organizations. Namely, his tasks include the control of the work of state administration organizations, as well as those non-state entities entrusted with public powers. In addition to the Protector of Citizens at the state level, the Law on Local Self-Government also enables local self-government units to establish local ombudsmen. This special type of ombudsman performs the same tasks as the Protector of Citizens, but is primarily focused on violations of regulations and general acts of the local self-government unit. Bearing in mind the importance of local self-government for the normal development of social flows and the need to protect human rights and interests at the local level, this paper will be devoted to the position, role and duties of the local ombudsman. In addition, the analysis will include the recent practice of this institution.
