Abstract: Although modest in scope, the expansion foreseen by the Treaty of San Stefano, along with the provisions that regulated the status of other Serbian lands, provided a stable territorial basis for the gradual and somewhat predictable development of Serbia statehood. On the other side, the Treaty of Berlin created for Serbia such territorial basis, where further development of Serbian statehood depended entirely on success in the fight against Austria-Hungary. At the same time, this rivalry over time brought Serbia to a situation where it had to change the main goal of the national policy - from unification of the Serbian state with a smaller territorial scope to the territorially large Yugoslavian state.
