FINANSIJSKOPRAVNI POGLED NA NARODNE ODBORE U POČETNOM PERIODU STVARANjA DRUGE JUGOSLAVIJE (1944-1951) – PRILOG RASPRAVAMA O RAZVITKU LOKALNE SAMOUPRAVE

Abstract

Regarding the evaluation of the existence of self-government of lower territorialadministrative units during the first years of the existence of the second Yugoslavia, in domestic legal literature, there are divergent views. There are opinions that the then system enabled the development of local self-government, that there were some elements of local self-government in the people's committees or that the people's committees themselves were local self-government. On the other hand, there are numerous views that there was a very pronounced centralism that infiltrated the entire political system. By presenting the normative framework and more significant doctrinal reviews of the above-mentioned question the author tries to test the hypothesis about the existence of local self-government in this period. The goal is to provide a possibility of a broader and more effective overview of the development of this political-legal institute.
