Abstract: At this moment, the Republic of Serbia, like other countries, is facing a shortage of labour, both qualified and unqualified workers. This problem is even more pronounced in rural areas, where there is a high turnover of the workforce, but also lack of jobs and motivation to work in a system of law salaries. The question that arises is whether private employment agencies can, with their capacities and the role given to them, respond to the challenge and help overcome the current situation. In principle, private employment agencies are subjects of private law that provide services of connecting a potential employer and employee on the labour market. The problem of the domestic legal framework, and what the research in this paper has shown, is that it has not sufficiently stimulated these employment agencies to deal with the issues related to domestic labour market. Instead, they are dealing almost exclusively with international job matching. In this way, the access of domestic workers to foreign labour markets is facilitated, while the domestic labour market is still struggling with a shortage of labour and certain occupations. As part of the technical assistance “Supporting state institutional capacities and policy and legal frameworks for employment promotion”, carried out by EPCCO in May 2023, a survey was conducted on the profiling of employment agencies in the Republic of Serbia in the context of their inclusion in active employment policy measures. The paper presents the results of the research, which was carried out using an attached questionnaire and through discussions held within focus groups.
