Abstract

The paper analyzes the modern ways of functioning of the social community through the second and the beginning of the third decade of the XXI century. The modern period is marked by the dominance of switching services from macro to micro levels, from manual to digital. DATA centers play a particularly important role in these processes. At the micro level, various organizational units are being developed in order to digitize and speed up the functioning of social life and the provision of services to citizens. Towards an understanding of these processes, the paper analyzes the connections between city DATA centers and smart cities. Also, considering the connection between city DATA centers and smart cities, a specific need for understanding the concept of a citizen in the new era is observed. Normative, digital infrastructure and personnel potential challenges stand out as key challenges in the work. As a conclusion, the challenge of staffing problems, both quantitatively and qualitatively, arises in particular.
