POLOŽAJ I ZNAČAJ INSTITUCIJE UNIVERZITETSKOG OMBUDSMANA

Abstract

The paper will emphasize the position that the university ombudsman has in the university organization, but also the importance it has in real social contexts. It is necessary to point out that the university ombudsman finds his counterpart in an institution that has a much broader competence, and which refers to the protection of the rights and legal interests of citizens in a certain state (ombudsman institution), whose beginnings can be traced back to the beginning of the 19th century. The difference is only in the scope of authority - while the ombudsman protects the rights and legal interests of all citizens in a certain state, the university ombudsman does so only in relation to the violated rights and legal interests of members of the university community. The subject of the work will be an analysis of the basic competencies of university ombudsmen, both in the Republic of Serbia and in selected countries of the world. The subject of analysis will be especially his advisory, mediating and controlling role, the fulfillment of which largely depends on the functioning of relations within the university community, as well as relations between its members.
