Abstract: The unstable EU financial market after the global financial crisis 2007/2008 required consolidation and appropriate instruments that would strengthen, further integrate and ensure stability of financial market. It was believed that the formation of the European Banking Union would achieve this goal. However, for its full functioning, the third pillar of the banking union is missing – the Single European deposit insurance scheme, conceived as a supranational deposit insurance system. The paper reveals the problems that led to the European deposit insurance system not being completed. The European Banking Union thus becomes a somewhat questionable and unfinished EU project that cannot achieve the goal for which it was founded. Practically, it does not have full capacity because it lacks an element that would contribute to its effectiveness and complete functioning of the European Banking Union.
