Abstract: New Public Management represents a reform paradigm in the organization and functioning of public administration which, since the 1980s, has spread throughout Europe, including Germany. It emerged primarily as a response to the traditional bureaucratic administration, characterized by slowness, inefficiency, and a strong orientation toward procedures rather than the quality of services delivered to citizens. In this paper, the author analyzes the specific features of New Public Management in Germany, taking into account the administrative tradition to which the country had long been exposed, as well as its complex federal structure. The findings indicate that the implementation of New Public Management principles has been highly selective, resulting in a noticeable preservation of numerous elements characteristic of the bureaucratic model. This outcome is largely attributed to the strong tradition-oriented nature of the German administrative system.
