Abstract: | This paper analyzes two aspects of the development of urban-construction activities in the legal system of 19th-century Serbia: the position of construction within the central state administration system and certain urban planning and construction regulations. The author concludes that the Principality of Serbia established a separate Ministry of Construction in 1859, rather than in 1862, as previously thought. Furthermore, the paper demonstrates that, in the second half of the 19th century, Serbia had an extensive body of legislation concerning urbanism and construction. The Serbian state was particularly focused on regulating in detail the administrative, financial, and technical aspects of building public constructions, as well as implementing various measures to combat financial malpractices in construction and substandard building practices |
