INSTITUTIONAL CRISIS OF TRUST: CHALLENGES IN CERTIFICATION AND STANDARDIZATION OF MANAGEMENT SYSTEMS IN RUSSIA

Abstract

Management quality is a key indicator of the effectiveness of any organization. The international ISO standards for management systems represent a significant milestone in the development of global standardization and the dissemination of best management practices. However, in Russia, the process of implementing these standards and the subsequent conformity assessment processes are often accompanied by substantial regulatory gaps. An analysis of the current state in the certification market across several standards revealed systemic hallenges, including difficulties with the national accreditation of certification bodies, and violations of the of impartiality principle in conformity assessments. The perceived lack of independence and the commercialization of certain market participants have attracted justified criticism, thereby undercoming confidence in the bjectivity and credibility of the issued certificates.
